Express mail service to be provided by UPS

MUSC, in conjunction with the University Medical Center Authority, has entered into a five-year contract for Express Mail Service with United Parcel Service (UPS). 

The contract will be starting on July 31, with two pick-up locations. These locations will be test run sites connected to the UPS World Ship electronic entry equipment for Internet on-line access. 

During the next 30 days, Procurement will be evaluating billing information and providing detailed instruction in the form of classes. Two classes per day are from 10:30-11:30 a.m. and 2-3 p.m. on Aug. 16, 17, 23, 24, 30, and 31, in the Institute of Psychiatry Auditorium.

Daily users of express mailing services are asked to contact Lonnie Eddy by e-mail at eddyva@musc.edu and provide the following information: department name; pick up location to include street address; point of contact; telephone number; approximate number of daily packages to be sent; approximate number of daily letters to be sent; indicate whether you are Medical University Hospital Authority or university; Indicate whether you ship hazardous materials; and indicate whether you have been issued an MUSC Purchasing Card (VISA).

From the above information, an initial delivery/pick up route will be provided to UPS personnel. This will also enable us to prioritize issuing of MUSC Purchasing Cards to the highest volume users in the future.

The intention of this contract is to provide MUSC and the University Medical Center Authority a one stop Express Mail/Package Carrier that provides all services required by these entities. 

UPS will provide express overnight next day, second day, fourth class ground, and International/Worldwide express delivery of hazardous materials, live animals, and dry ice packed samples. 

The end user will be able to access the UPS website to prepare packages for shipping and will be able to utilize the MUSC purchasing card, or any other MUSC method for payment.  Each department determined to be a frequent user will be set up with a unique account number at the time of training and will be required to use their designated account number.

Attendance of at least one of the training sessions is essential for a smooth start up of this contract. Once an individual or department representative is trained, he or she will be able to access the UPS web site the following Monday. 

MUSC’s intention is to have a complete transition to UPS by Sept. 1. After this time, no further outbound shipment/express package invoices or bills sent to the MUSC by any other Express Mail/Package Carrier will be processed for payment. If an invoice or bill is received for service provided after this date, it will be the end user’s responsibility to make payment. No funds of any kind will be authorized for use to pay these invoices.
